One of the central questions in Islamic public law is the analysis of political injunctions in the Qurʾān. Despite their significance, such rulings have often been neglected due to approaches such as the separation of religion from politics or the historicization of divine commands. Consequently, verses like the “Comprehensive Command” (āyat al-amr al-jāmiʿ, Q 24:62) have not been systematically explored for their jurisprudential and theological implications. This article, using a descriptive–analytical and library-based method, examines the normative requirements of this verse within the framework of political theology. By applying interpretive principles and consulting classical and modern exegesis, the study identifies several implications: the obligation to preserve the Islamic system, democratic participation through elections, the duty of consultation with the ruler, policy formation and its social consequences, the doctrine of ummah and imāmah, prioritization of public over private interests, the principle of mercy in governance, the normative framework for discretionary authority, and the ethical element of adab in political conduct. These findings highlight the verse’s foundational role in developing a Qurʾānic theology of governance.
